四、项目背景及建设条件：集成电路是信息技术产业的核心和基础，IC产业为国家战略性产业，其技术水平和产业规模已成为衡量一个国家经济发展、技术水平和国防实力的重要标志。随着世界信息化步伐的加快和网络经济时代的到来，未来对集成电路的需求将进一步扩大。由于我公司目前只有年产1亿多片IC管芯封装能力，被国家经贸委列为2003年国家双高一优项目（高新技术产业化，高新技术和先进适用技术改造传统产业，优化重点产品和技术结构）但与国际先进水平相比还有差距，生产规模不大，不能适应和满足市场需求，特别是国内外市场客户所需求的高档芯片PLCC、PQFP系列产品封装的需求，为了适应国内外市场对集成电路的发展需要，优化企业产品结构，增强市场竞争力和规模效益，产品前景广阔。
五、项目准备或进展情况：该项目已组织专家进行可行性研究，公司已有一批专业技术骨干,在国内外已有一批固定销售客户，已有土地、厂房，注入资金技改并购买设备即可投产。
六、建设规模和建设内容：总投资19980.5万元，引资额1865万美元，引进11条生产线，达年产销售收入53355万元，投资回收期（投产后、税后）2.5年,借款偿还期(投产后)1.5年。

Ⅳ. Project Background and Construction Conditions:
Integrated circuit(IC) is the core and basis of the information technology industry. IC industry is a national strategic industry, and its technological level and industrial scale has been a significant marker in judging the economical development and technology level , and national defense strength of a country . With quickened worldwide information steps and coming network economy era, demand for IC will be expanded in future. With an annual IC die-packaging capacity of more than 0.1 billion chips, our company is recognized as the 2003 national "Two-high and One-optimizing" project ( new- and high-tech industrialization, new- and high-tech and advanced applicable techniques transforming the conventional industry, and optimizing key products and their technical structure). However , compared with international advanced level, its production scale is not large, and cannot adapt to and satisfy market demand, especially packaging series of top-grade PLCC and PQFP chips needed by customers of the foreign mar ket.
To adapt to development demand of the domestic and foreign market, our company plans to optimize product structure of the enterprise, and increase marketing competition and scale merits, leading to vast potential for those products.
V. Project Progression: Experts have been organized for feasibility study of the project. The company has a team of specialized technical talents, has a batch of stable sales customers at home and abroad, and has land and factory building. Thus, it may be put into production with investing fund and upgrading techniques, and purchasing equipment.
Ⅵ.Construction Scale and Construction Content:
Total investment RMB 199.805 million yuan, Investment Attracted US $ 18.65 million, 11 product lines to be introduced; annual sales income RMB 533.55 million yuan; recovery period of investment (after being put into production and after tax), 2.5 years; compensation period of loan (after being put into production ) , 1.5 years.

It plans to expand the foreign market persistently, product positioning to "Lead in China, and Keep Paces with the World".
