¡¡¡¡Dongyang¡¯s highways radiate in all directions. Jinhua-Ningbo Expressway, Dongyang-Yongkang, Dongyang-Shengzhou Road and other high-ranked provincial highways run through all the parts of Dongyang. Dongyang Section of Zhuji-Yongjia Expressway will be completed soon. Dongyang has also made great achievements in the construction of county roads and ¡°Broad Village Road Project.¡± So far, the government has made an investment of 300 million yuan in the Project and about 1,000 kilometers of roads have been built up, which achieves the ¡°A Pair of 100¡± goal in the countryside two years ahead. By the end of 2005, the mileage of the roads within the boundaries of Dongyang rose up to 2,100 kilometers, 2067 of which derived from scaled highways and 33.5 from expressways. There are a total of 27,800 automobiles in the city, including 22,000 private cars. In 2005, the rotation volume of goods transport reached 544.75 million tons per kilometer and that of passenger transport was 785.78 million people per kilometer. |

| Post and Telecommunications |
¡¡¡¡¡¡¡¡Post and telecommunications industry flourishes in a vigorous way. In 2005, the industry produced a profit of 723 million yuan in total. At the end of the year, the number of local telephone switchboards amounted to 370,000, and that of subscribers to fixed-line telephones reached 306,400 with a popularization rate of 38.50 fixed-line telephones per a hundred persons. Still, in 2005 the industry owned 384,000 cellphone users with a popularization rate of 48.30 cellphones per a hundred persons as well as 31,000 Internet users. |

| Power and Water Supplies |
| ¡¡¡¡Dongyang has a rich supply of power and the supply conditions continue to improve. There are 30 hydropower and thermal power plants, employing generators with a capacity of 62,500 KWs. The city also owns one 220-Kv, eight 110-Kv and seven 35-Kv substations. In 2005 the power supply in Dongyang amounted to 1.519 billion KWs per hour, making an income of 707 million yuan from sales. Besides, the area abounds in water resources: its annual runoff capacity is 1.6 billion cubic meters on average and its total storage capacity reaches 400 million cubic meters. Within the area there stands a waterworks which can supply 100,000 tons of water a day and whose headwaters is Hengjin Reservoir located in the upper reaches of Dongyang River. The water quality is renowned to attain a nation-set standard of first-class drinking water. |

| Social Public Order |
| ¡¡¡¡The government carries out a program of comprehensively administering social public order, further promotes ¡°Hulu Modus Operandi¡±, strengthens the people¡¯s ability to mediate civil affairs, and strives to dispel the social contradictions. Thus, Dongyang is awarded the title of ¡°the provincial-level outstanding city in county scale for comprehensive administration of social public order.¡± The city set up ¡°110¡±, socially-allied service networks and ¡°148¡±, legal service hotline and has been improving them. Crimes of various kinds and disgraceful social phenomena are severely penalized and cracked down upon so that the people¡¯s life and property security is ensured in an effective way. Dongyang is in an improved law-and-order situation. |

| Dongyang Municipal Economic Development Zone |
| ¡¡¡¡Dongyang Municipal Economic Development Zone was founded in September, 1992. It was ratified as a provincial economic development zone by Zhejiang Provincial People¡¯s Government in 1994 and passed the verification made by National Development and Reform Committee in December, 2005. The development zone is planned to cover 25 square kilometers and lies at the juncture of Dongyang and Yiwu. Hence convenient communications and dominant positions. By the end of 2005, the Zone accumulated to invest 1.26 billion yuan on infrastructure, opened up an area of 11.2 square kilometers and brought in over 430 industrial enterprises, contributing a total investment of 5.3 billion yuan. In 2005, its gross value of industrial output reached 5.76 billion yuan and it paid 163 million yuan in taxes. |

| Zhejiang Hengdian Chinese Film Industrial Park |
| ¡¡¡¡Hengdian Chinese Film Industrial Park was founded in 2003 as the first nation-level film park of the kind ratified by National Bureau of Radio and Television. The park is scheduled to cover 365 square kilometers, divided into four functional areas: film and TV play making area (core development area), service area for daily life, film and TV play shooting base, and film and TV play by-products processing area. At present, the Park boasts 14 film and TV series shooting bases and 10 studios. It has attracted some 400 cultural enterprises producing films and TV plays in the Park. During the past few years, there has been an increase in the number of TV camera crews coming from home and abroad to make films and TV plays in Hengdian. For instance, Hengdian World Studios received up to 80 TV camera crews in 2005 alone. |

| Dongyang Municipal Administrative |
¡¡¡¡Dongyang Municipal Administrative Service Center was established in February, 2002 and is the central functional institution of Dongyang Municipal People¡¯s Government. It accepts civil affairs and performs the functions of examining/ approving, verifying and putting administrative permissions on file through service windows. In a word, it is of administrative nature aiming at coping with comprehensive internal affairs. On July 3, 2006, the Center moved to Jiangbei. The new office covers as almost twice floor space as the former one and improves its service environment greatly. In accordance with the requirement of ¡°Four Entities (departments, projects, authority and fee collecting institution) Entering and Stationed in the Center¡±, the new center managed to deal with civil affairs in a wider scope: the number of departments stationed in the Center rises from 26 to 40, and now it has Entry-exit Division, Automobile Management Division, Social Insurance Division and Agricultural Machinery Division; the number of handled matters increased from 141 to 451, which accounts for 97.62 percent of the set goal; the figure of the administrative permission projects grew from 76 to 301, making up 97.40 percent of the set goal. All these figures rank in the top list throughout the province. Furthermore, every department delegates power to the lower institution and distributes their official seal in every service window for the purpose of accepting and handling a matter at the same time.
